Public Hearing Meeting
Wednesday, April 9, 2008
Meeting called to order: 7:00 p.m. followed by the Pledge of Allegiance.
Members Present: Trustee Lee Kehoe, Trustee Donald Butler, Fiscal Officer Shirley Bailey
Members Absent: Trustee Lynda Bowers
Mr. Kehoe motioned to recess the Trustee Meeting to move into a Public Hearing. Mr. Butler seconded the motion. All
voting in favor.
Public Hearing called to order at 7:05 p.m.

Mr. Kehoe read the reason for tonight’s hearing, an application for Zoning Map Amendment submitted by Attorney
Stanley D. Scheetz on behalf of Granite Golf Properties LLC et al for properties owned by Medina County Club LLC,
5588 Wedgewood Road, Medina, OH and property owned by Gaultine Cahill, 6332 Lake Road, Medina, OH. (See
attached)
Mr. Kehoe also read a comment from Trustee Bowers advising that she will not be attending or participating in this
public hearing. She states that although she has no direct conflict in this situation, she wants to ensure that an
appearance of impropriety does not exist since members of her family are adjoining property owners.
Presentation by Mr. Stan Scheetz – Mr. Scheetz introduced Mr. Ray Hanley - Director of Development, Mike Cavey –
President of Granite Golf and Medina Country Club, and Mr. Jim Mullett – Greenhaven Development. The original
application was filed in November of 2007 for the Lafayette Township Transitional District to be extended to cover the
four parcels mentioned as well as the 109 acres on the south side of Rt. 162. After discussions and the prior public
hearing, the applicant requested that the consideration be tabled so an amendment could be filed. This amendment
pertains only to the approximately 32 acres on the north side of Rt. 162. The four parcels being considered are
adjacent to the Medina Bike Rail Trail and the Dover Highlands subdivision. The main purpose of this proposed
development would be for Greenhaven Development to divest 60 acres, which they current own at the corner of
Wedgewood Road and Ryan Road and which is already zoned Lafayette Transitional District, to Granite Golf. Granite
Golf / Medina Country Club already own three of the parcels and has an opportunity to purchase the fourth parcel from
Mrs. Cahill. The current plan is for a reconfiguration of three of the golf holes currently on the south side of Rt. 162 to
the north side of Rt. 162 to be incorporated within the golf course community. There will be 56-57 single family homes
in the $300,000 + range on the 60 acres. Eventually there will be cluster homes or single family homes in the 32 acres
being considered at this time. It has not yet been designed.
Mr. Mike Cavey had nothing further to add at this time.
Mr. Butler stated that he has concerns in what he is reading on the First Amendment to the Application for the Zoning
Map Amendment. He feels that most of the amendment is dealing with the land south of Rt. 162. His understanding is
that the amendment would deal with only the area north of Rt. 162.
Mr. Scheetz replied that the applicant would respectfully allow for the deletion of items pertaining to the area south of
Rt. 162 at the trustees’ request. The narrative had not been changed from the original proposal. Mr. Scheetz is in
agreement that all the narrative dealing with the land south of Rt. 162 can be deleted. That land will be dealt with
separately on a site specific PUD.
Mr. Kehoe commended Mr. Scheetz on his eloquence. However, he also agrees that this amendment should apply
only to the four parcels of property on the north side of Rt. 162 making up the 32 acres. Mr. Kehoe suggested that all
references to property other than the four parcels noted in the amendment be stricken from the amendment. Mr.
Kehoe presented a revised copy for discussion. Mr. Scheetz again agreed that all references to the land south of Rt.
162 can be stricken. Mr. Scheetz stated that he would take on the responsibility of changing the First Amendment to
match the revised document and will return the First Amendment to the township.
Mr. Butler asked about the reference to Medina Country Club Estates and the fact that it already exists. Mr. Scheetz
replied this was a generic name and the development will have a new name.
Ms. Nanci Shanley requested the board to go over what is being omitted from the amendment. Mr. Kehoe replied:
• In point 7, eliminate the address of 5588 Wedgewood as a location for the property and insert the permanent
parcel numbers.
• Line 14, proposed zoning is Lafayette Transitional District and the comment after. Mr. Kehoe stated that we only
need to know exactly where we’re at on that.
• Under Purpose – Over – there are several comments concerning properties on the south side. All references to
the 109 acres are to be eliminated.
• The comment about property that is to be purchased is irrelevant at this time.
• Strike comment about the discussion for the Lafayette township residents participating in a Comprehensive Plan
Review Update.
• Comments about current residents in Lafayette Township or Medina City coming in to purchase these properties.
• #17 – The Township does not have any use declared for this property under the current approved
Comprehensive Plan.
• #18 – Real estate transaction is scheduled to close on or before December 31, 2007, etc. is suggested to be
deleted.
• #20 – delete the comment about enhance the value of all the properties adjacent to the Medina County Club
Golf Course.
• Strike the information that has been provided regarding the potential development of the property in the future
that is located after the signature of Mr. Scheetz as a post script.
Mr. Kehoe asked for comments from adjacent property owners. None were made. He then asked for comments from
any interested parties.
Mr. David Moore – suggested that this be delayed until the document is properly worded and agreed upon. He would
like an analysis of the cost of the infrastructure to the residents of Lafayette Township, (i.e. water, sewer, police, fire,
schools). He would like the decision to be deferred until the residents know what that cost will be. Mr. Scheetz replied
that the infrastructure cost is paid entirely by the developer with no cost to the township. The school question can not
be answered. There are no homes planned for the small parcel of 32 acres at this time. This will be used for the
reconfiguration of the three holes of the golf course.
Mr. Kehoe thanked all for their comments and work done.
Mr. Kehoe motioned to approve the First Amendment to the Application for Zoning Map Amendment presented by Mr.
Stanley D. Scheetz, attorney for Granite Golf Properties, LLC et al with any changes or revision as the board has
agreed to. Mr. Butler seconded the motion. All voting in favor.
Mr. Kehoe stated that the board and Mr. Scheetz would get to together to assure the final verbiage is correct. Mr.
Scheetz stated that he would be happy to make the changes since the document is in his system.
Mr. Kehoe moved to adjourn the public hearing and move back into the Trustee Meeting, seconded by Mr. Butler. All
voting in favor.
Public hearing adjourned at 7:32 p.m.
Trustee Meeting
Mr. Kehoe reported that the township has received a couple proposals for remodeling the police building. He had
contacted seven businesses regarding this renovation. The Cloverleaf School Board has been informed of our intent
to vacate the old school building. The old building costs the township about $20,000 a year to use according to Ms.
Bailey. Mr. Kehoe stated that the board has decided to renovate the old police building for use by the Fiscal Officer,
Zoning and files. Only part of the building will be done at this time, with future plans to renovate the garage into useful
space. The two proposals received were from JD Construction and All Purpose Construction. The other companies
contacted chose not to participate. JD Construction initially bid $9,500, however this lacked some information that was
requested. The revised proposal was $12,375. All Purpose Construction bid $13,500, which is higher, but is more
comprehensive and more responsive. The project should take about three weeks to complete. The Township has
issued a permit and the contractor is now seeking a permit from the county. Mr. Kehoe motioned to accept the
proposal from All Purpose Construction for renovation of the old police building. Mr. Butler seconded the motion. All
voting in favor.
Mr. Kehoe motioned to adjourn the meeting. Mr. Butler seconded the motion.
