LAFAYETTE TOWNSHIP ZONING COMMISSION
Regular Meeting – 6776 Wedgewood Road
February 5, 2008 @ 7:00 p.m.

Chairman Karen Schoonover called the meeting to order at 7:00 p.m.  Roll call indicated four members of the Zoning
Commission were present:  Karen Schoonover, Dianne Wenslow, Sherri Meinke, and Russ Green.  Mike Biskup and
Peggy Folk (alternate) were absent.  The Chair indicated a quorum was present.  Also in attendance:  Attorney Doug
Drushal (Wooster) on behalf of Chippewa Partners and Zoning Inspector Alliss Strogin.  

Minutes
The minutes from the January 14, 2008, organization/regular meeting and continuation of the map amendment
submitted by Attorney Stan Scheetz on behalf of Granite Golf etc. will be handled at the next regular meeting.

Upon motion by Dianne Wenslow, duly seconded by Sherri Meinke, the minutes of the January 28, 2008, workshop was
unanimously approved and signed.  

Old Business
Chair Schoonover indicated that the meeting tonight would be the review of the latest draft (bottom-dated 2/2/08)
emailed from MCDPS Deputy Director Susan Hirsch relative to the text amendment for Section 308 Chippewa Resort
Overlay (CRO) District.  The board proceeded to review, discuss and then made the following changes:

Section 308.01 Purpose – 4th bullet item, 2nd line, 6th word:  change ‘siting’ to “site”.

Section 308.03 Uses, A. 2.Limited Commercial Uses as stated in Section 303.2A 1-3 - add the words “except banks
may have drive-in windows,” so the sentence would read:  Limited Commercial Uses as stated in Section 303.2.A. 1-3,
except banks may have drive-in windows, and that are inherent and/or incidental to resort living comprising a minimum
of 25% and a maximum of 50% of the site area, which also includes:

Section 308.05 A. 5. c – This section is left in the text for the present time but is subject to removal based upon the
response from A.P. Thorne and Planning Services.

Section 308.07 C. 4 – This section is left in the text for the present time but is subject to removal based upon the
response from A.P. Thorne and Planning Services.

Section 308.08 A. 1. Side Yard Setback – delete all words after “10 feet” so the sentence would read:  Side Yard
Setback – 10 feet.

Section 308.08 B. 1. c. – add the word “useable” after the words ‘10% more’ so the sentence would read:  The
envelope must contain at least 10% more useable square feet than the footprint of the dwelling built in that envelope.

Section 308.08 B. 2 – replace item “d.” with “Rear Yard Setback – 15 feet”; and change previous item “d” to “e”; and
change previous item “e” to “f”.

Section 308.08 C. Commercial and Non-residential Development – reword this paragraph to read:
       Setbacks:
       Front Yard Setback – 80 feet
               Side Yard Setback – 25 feet
               Rear Yard Setback – 50 feet
The front, side and rear yard setbacks for commercial uses can be reduced at the discretion of the Zoning Commission
where the site plan justifies.

Section 308.09 B. 1. f. – add the words “Overlay” after the word Resort on the 2nd line so this sentence would read:  
Following Preliminary Site Plan approval and Chippewa Resort Overlay District designation, the application may
proceed with Preliminary Plan (Subdivision) approval from the Medina County Planning Commission.

Section 308.09 B. 3 General Landscape Plan – replace ‘(see Section 308.09)’ with “(see Section 308.10).

Section 308.13 Definitions – Delete this title section and replace with “Article XII  Definitions” and then the listed
definitions would be added to Article XII.

Add the definition for “Conference Center – a building and related ground designed and used for meetings and events
which may or may not include food service.”

Under the Performing Arts Facilities definition correct the next to last word to “enclosed”.


Chair Schoonover made a motion to send a copy of the Chippewa Resort Overlay (CRO) District text amendment to the
Medina County Planning Department and to Assistant Prosecutor William L. Thorne for review and that a Public
Hearing be scheduled for said text amendment.

Russ Green seconded the motion.

New Business
None presented.
Correspondence
The Chair and other members received a letter from Cloverleaf Schools inviting them to a leadership dinner on
February 19, 2008.

The Innovation Alliance (Lorain County Community College and The University of Akron) educational seminars for
Spring 2008 include one on Thursday, March 13, 2008, from 6:00 – 8:00 p.m. at the Medina County University Center
on the topic of “Zoning: Application & Knowledge of Land Use Planning Tools.”  Sherri Meinke, Russ Green and Dianne
Wenslow indicated a desire to attend.  The zoning secretary will check with the fiscal officer to verify that funds are
available and, if so, will register them for the seminar.

Announcements
Wednesday, February 13, 2008, is the next zoning series workshop by the MCDPS on the topic of “Ethics” presented
by the Ohio Ethics Commission.  It will be held in the Choral Room of the Medina County Administration Building at 6:30
p.m.

Due to the regular meeting date of 3/4/08 being Election Day and the town hall not being available, the next Zoning
Commission regular meeting and continuation of the Public Hearing on the map/text amendment for Chippewa Partners
is scheduled for Monday, March 10, 2008, at 7:00 p.m., at 6776 Wedgewood Road.
