LAFAYETTE TOWNSHIP ZONING COMMISSION
Workshop - 6776 Wedgewood Road
March 25, 2008 @ 7:00 p.m.
Chairman Karen Schoonover called the meeting to order at 7:00 p.m. Roll call indicated five members of the Zoning
Commission were present: Karen Schoonover, Russ Green, Sherri Meinke, Dianne Wenslow and Mike Biskup. Peggy
Folk (alternate) was also present. Others in attendance included Zoning Inspector Alliss Strogin, Nanci Shanley (6896
Ryan Road) and M. Garnes (6045 Lance Road).
Workshop Discussion
Chair Schoonover indicated that it had been brought to her attention that there may be some inconsistencies or
imperfections in the zoning code. A new copy of the Lafayette Township Zoning Resolution (adopted July 3, 2000,
effective August 3, 2000) was distributed to all board members and the zoning inspector. The text remains the same but
the font was changed and it was reformatted to include all text amendments in one document (thanks to Peggy Folk and
Marlene Oiler, zoning secretary). A copy of the reformatted zoning code will be provided to the township trustees, the
fire chief and the BZA members. The Chair indicated she make some contacts to ascertain what portions of the zoning
code may need to be reviewed by the board and amended.
Chair Schoonover also indicated that she had met with A.P. Thorne relative to the Lafayette Township Comprehensive
Development Policy Plan, August 1987, and he indicated that it was still in effect. A copy of the plan was distributed to
all board members and the zoning inspector. The board members are to review this plan and make notes as to what part
(s) may be outdated and/or what part(s) may still be applicable at this time. The status of the new comprehensive plan
that has been in the works for the past year was discussed and Chair Schoonover will contact Bob Arnold, consultant, to
try to get a timeline for the completion of the new plan.
A copy of the First Amendment to Application for Zoning Map Amendment submitted on 3/17/08 by Attorney Stanley D.
Scheetz on behalf of Medina County Club LLC and Gaultine Cahill was distributed to the board members. This
amendment proposes that 32.84 acres (4 parcels on the North side of SR 162) be rezoned from Rural Residential to
Lafayette Township Transitional District. Discussion took place relative to the number of units/houses/clusters etc. that
could ultimately be built on this 32.84 acre area as well as the soon to be proposed PUD/Overlay District for Golf Course
Community on the South side of SR 162 containing 109 acres. Other discussion items included:
- the need to maintain open space
- housing density
- the desire to maintain the rural character of the township
- that other nearby developments (e.g. Hunter’s Run and Dover) are not fully developed at this time
- the housing market at this time due to the economy and the affect it may have on these proposed developments
- cost of service analysis.
After discussions with A.P. Thorne and the MCDPS staff and after review of the zoning codes from other Medina County
townships (e.g. York Township, Medina Township, etc.), Chair Schoonover drafted an Amendment to Zoning Resolution
proposing Section 309 Overlay District for Golf Community PUD. This overlay draft relates to the 109 acres owned by
the Medina County Club on the South side of SR 162. A copy of this GCPUD overlay was distributed to all board
members and the zoning inspector. This is just a first draft with other revisions to follow but the board members are to
review it and offer suggestions and/or comments.
Announcements
- The ZC proposed map amendment for the Chippewa Resort Overlay District is on the agenda for the Planning
Commission meeting on Wednesday,
April 2, 2008, at 6:30 p.m. in Medina.
- Next regular meeting is Tuesday, April 1, 2008, at 7:00 p.m. at the town hall.
