Zoning Inspector Allis Strogin indicated that she had contacted Dell Reese in Chippewa Lake relative to the agreed upon clean up of his property. Because of the number of rainy days during the last month not much work was been done but he stated he will continue the clean up.
The Zoning Inspector also reported that she had investigated the allegations listed in the complaint filed last month by Mark & Theresa Riffle. For the most part, many of the allegations were unfounded but she is continuing to follow-up on others. She has replied by letter to the Riffle’s and will be sending them another letter when her investigation is completed. She did make contact with the Fox’s relative to the complaint. The Fox’s just recently had their property surveyed to mark the boundary lines. The Fox’s also completed the necessary paperwork to get a permit for some building on his property.
Chair Karen Schoonover inquired of the Board if they would be interested in a short presentation from a representative of the Medina County Park District relative to the county bike path and the coordination with the townships in its development. Mr. William Palmer stated that he had been in the court system relative to this matter for a few years and it was his firm belief that the countywide bike trail is cut in stone and everything is in place. The Board felt, however, that having someone come in and provide a status of the countywide bike trail would be interesting as well as provide information on how it would fit in with the comprehensive plan that the township is updating and revising.
Sherri Meinke indicated that she had contacted a couple
other townships relative to how they proceeded in rewriting their zoning codes,
who they used, how much it cost, the time frame, etc. but she had not received
any response back. It was suggested that
she follow-up on this matter and perhaps also contact

After review and consideration of all discussion from the
audience and the Board as well as the preliminary MCDPS Staff Report (
(page 2) Section 309.02 B. Remove the second sentence “Permanent Parcel Numbers 20-10D-05-001, 20-10D-17-012 and 21-10D-05-001 (aka Golf Course Property).”
(page 2-3) Section 309.02 C. Remove this item and reconfigure previous item D into two parts. Revised Section 309.02 C to read: C. The residential dwelling units within the GCPUD shall be served by an approved public water supply system and an approved public sanitary sewer system.
Revised Section 309.02 D to read: D. The retention of as much storm water as possible is encouraged to promote the recycling of storm water for irrigation purposes.
(page 3) Section 309.02 E. Remove the word “significant”.
(page 3) Section 309.02 H. Revise to read: H. The Lafayette Township Zoning Commission shall review the Preliminary Subdivision Site Plan and upon approval shall forward the plan and recommendation to the Lafayette Township Board of Trustees. The Lafayette Township Board of Trustees will review and approve the Preliminary Subdivision Site Plan by means of a Resolution at which time the Rural Residential District will officially change to GCPUD Overlay District. The township map will be updated accordingly. Such land may only be developed in accordance with the approved GCPUD or may revert back to its original zoning upon application by property owner or through referendum by the township.
(page 4) Section 309.05 B. Revise to read: Open Space Requirements: A minimum of forty percent (40%) of the total project area shall be devoted to open space. Open space shall comply with the following:

Renumber items 2-4 after inserting as item 2 the following: “Any open parking area (including parking spaces and interior access lanes, but excluding loading, unloading and storage areas) that contains more than six thousand square feet (6,000 sq. ft.) of area or twenty (20) or more vehicular parking spaces shall provide interior landscaping in addition to any other required perimeter landscaping. The amount of this interior parking area landscaping shall not be less than five square (5 sq. ft.) of landscaped area for each one hundred square feet (100 sq. ft.), or fraction thereof, of off-street parking area.”

(page 11) Section 309.09 C. 2. a. Remove the words “unless the Lafayette Township Zoning Commission approves a yearly extension” at the end of the sentence.
(page 12) Section 309.09 C. 2. c. 2 f. Remove this item pertaining to riparian corridors and reconfigure the remaining items.
As reviewed and amended with the above changes, it was determined that the draft amendment to Section 309 Overlay District for Golf Community PUD and to Article XII Definitions be set for public hearing.
Note: As to Section 309.06 A. there was some discussion relative to allowing exceptions to the height limitation for accessory and incidental parts of structures, such as towers, flagpoles, chimneys, etc. as noted in the MCDPS staff report.
Note: As to Section 309.07 there was some discussion relative to including vehicular circulation and access as noted in the MCDPS staff report.
