Regular Meeting

October 7, 2008 @ 7:00 p.m.

 

Chair Karen Schoonover called the meeting to order at 7:00 p.m.  Roll call indicated five members of the Zoning Commission were present:  Karen Schoonover, Mike Biskup, Sherri Meinke, Russ Green and Peggy Folk (alternate).  Dianne Wenslow was absent.  Others present included:  Robert Williams (244 Clover Cliff), Brad Winter (Lafayette Fire Dept.), Jeff Hall (Lafayette Fire Dept.), Steve Kile (Lafayette Fire Dept.) and Zoning Inspector Alliss Strogin.

 

Minutes

Upon motion by Mike Biskup, duly seconded by Sherri Meinke, the minutes of the September 2, 2008, regular meeting was unanimously approved and signed.

New Business

 Chair Schoonover received a packet from Medina County Department of Planning Services pertaining to the Concept Plan submitted for the Chippewa Landing Subdivision (Chippewa Resort Overlay District - CRO).  The MCDPS meeting to review this plan is scheduled for Wednesday, October 22, 2008, at 9 a.m. and the Board members were encouraged to attend if schedules permitted.

 

The Concept Plan packet included:  Existing Conditions sheet, Proposed Site Plan sheet, Resort Hotel Basement Plan sheet, Village Center Basement Plan sheet and a Soil Survey Map.  The plans were reviewed and discussed by those present.  Some items discussed by the Board members and the Fire Department personnel included:  the 100- year flood plain; the general flood plain area; elevations; height of buildings; location of hotel and buildings; safety features; location of fire hydrants; fire/EMS access to roads, buildings and houses; and the sensitivity to aesthetics. 

 

Chair Schoonover stated she was concerned about the underground parking shown on the plan and would like to make sure the Medina County Building Department is familiar with this type of parking structure in this particular area.  It was discussed that the county building department/ engineering departments would be reviewing the underground parking plan and other agencies would be providing input as to their review of the concept plan as well.

 


The Board briefly reviewed the recently passed CRO zoning amendment language as it pertains to this Chippewa Landing Subdivision.  The concept plan presented outlines the tentative subdivision plans and is subject to change.  The Zoning Inspector indicated that she believed the plan does meet the intent of the CRO zoning and the Board agreed.

 

 Old Business

A draft copy of the Values & Issues portion of the pending revision to the Lafayette Township Comprehensive Plan had been received a few days ago.  Due to the recent receipt of the draft and the length of the draft the Board decided to take the time to continue their review of it with discussion to take place at the next meeting.

 

Blanket zoning of nonconforming lots in the Chippewa Lake area had been discussed with both the Board of Zoning Appeals and the Zoning Commission.  In reply to the BZA’s request to the Prosecutor’s Office regarding any input/suggestions for handling this matter Assistant Prosecutor Thorne suggested that the first step before determining what approach might be better for the township would be to determine how many such lots might be affected.  The zoning inspector and/or secretary will contact MCDPS to obtain a map of the areas in question so that determination can be made.

 

Announcements

-         Cloverleaf Board of Education Meeting re. Tax Incremental Financing (TIF) will be Tuesday, October 21, 2008, at 7 p.m. (to learn more facts about the potential commercial tax base that the Chippewa Landings project represents)

-         The November 2008, Zoning Commission meeting had to be rescheduled due to the Election Board using the town hall.  Different dates and locations were discussed.  (Note:  As of October 16, the date of the next regular meeting will be Wednesday, November 5, 2008, at 7 p.m. at the town hall.)

Upon motion by Karen Schoonover, duly seconded by Sherri Meinke, it was unanimous that the meeting be adjourned.  Adjourned at 8:40 p.m.
