A Comprehensive plan is the first step on the journey toward a full-fledged zoning ordinance. Comprehensive plans establish a vision and goals for long-term development over the next 20 or 30 years, which helps guide the writing and adoption of a zoning code. A comprehensive plan also describes existing conditions and goals for housing, economic development, transportation, land use, public facilities, and the natural environment.

Comprehensive plans are the centerpiece of local planning efforts and are intended to guide the day-to-day decisions of elected officials and local government staff.
